The best months to visit Chiang Mai are probably October to February. These are the relatively cooler months with not much rainfall. October and November are nice as everything is still fresh and green after the rainy season. Waterfalls are full of water in these months but will slowly get drier and less beautiful as the season gets drier. After February temperatures start going up and March is perhaps the worst month with a lot of dust in the air. A lot of air pollution is caused by forest fires and farmers who burn their rice fields.
If you want to check the air quality in Chiang Mai visit the website of the Pollution Control Department.
April is a month with very hot and usually dry weather. If you visit in April, try to time your visit during the Songkran festival, which celebrates the traditional Thai New Year (13-15 April).
